When hovering over a data s-group label - hover rectangle should appear around it and tooltip should be shown

Background
At the moment the hover rectangle and tooltip is shown only if s-group tool is selected and the cursor is inside the area of the hover rectangle.

Solution
Hover rectangle and tooltip for the s-group should be shown when the cursor is over the s-group label, no matter what tool is currently selected.
