Option to install proprietary codecs

This is separate from drivers, I think because of legal concerns with licensing. I wonder if we could auto-install based on location detection or if we must ask the user if they think it's okay? No idea what our legal obligation here is. But it would be convenient for users outside of US licensing issues to have access this codecs

Another possibility to consider is whether this should be in initial-setup so that the end user of a potentially OEM machine can make an informed choice.

Drivers have to be in the installer, or else the hardware doesn't work after reboot. But we can be a bit more flexible on codecs.

Hey that's a great point. I guess that would require Internet, but we should probably have that there anyway. Moving to initial setup 👍
