Notifications shouldn't share panel with room-specific items

In addition to being difficult to find, and not very helpful due to lack of indication for new notifications (#5278) and lack of keyword notifications (#5382), the placement is highly counter-intuitive as it shares a panel with (and hides behind) two items which are room-specific: users list and file uploads.

God knows where it goes, but you're right - it's highly confusing that it's the one not-room-specific item living on the right hand side panel.

I'm not sure this is relevant without a screenshot from 2021, and it definitely isn't major as it does not significantly degrade functionality. @heyakyra if you're still concerned about this, please post a screenshoot illustrating your concerns :)

The issue here is that the notification panel icon is positioned among icons that are room specific (e.g. pinned messages only show pinned messages in the currently opened room) while the notification panel is global - it shows notifications from all rooms. This has confused quite a few users, afaik
