Add "Forwarded by" to Forwarding option

Your use case

I'd like to be able to say I didn't actually write the forwarded item. I'd like Element to say that the item has been forwarded.

So that I don't get accused of saying something I didn't say. The current mechanism copies and pastes plain text.

Highlight the forwarded item and or add a "forwarded" graphic to the forwarded item that is created. In a similar vein to the "Reply" graphic.

Optionally it should also refer to the originating user and the message should not be editable.

Forward Protection can come later or optionally the forwarding feature should be disabled to prevent legal implications

Have you considered any alternatives?

There are no real alternatives, the feature is inbuilt into element and other clients.
