@daniellekirkwood I'd say we'd need first to have some strong use cases, backed by a reasonable amount of requests, and then uncover/understand what they are really trying to achieve (via UX research) before exploring this further, as it has many implications. |
Another use case: "Announcement" or "Guided" Channels, where only admins/moderators can write "top-level" messages. We want to allow thread based questions, regarding these announcements. Without this feature, element can't be used in a "guided" manner. |

Amother use case could be a private blog, e.g. sharing pictures/updates with relatives and letting them comment/discuss them. |
Describe the solution you'd like
A room permission that makes it so only certain members can create top-level messages in the room, and those without it are only allowed to reply via threads (or a reaction). This would allow a forced thread structure for rooms focusing on highlighting specific content, and allowing only replies to that content.
Describe alternatives you've considered
This can kind of be enforced with bots but not as cleanly.
