[Bug] Recorder can have empty step and silent errors

Bug summary

It's possible to delete all the actions within a step. Then, when trying to test the recorder, it will fail silently.

Steps to reproduce

Record some steps. Then delete the actions in one of them and try to test your script.

Expected behavior

We should require at least one action per step, so we can't have empty steps.
