Summary

This PR lays a foundation for moving the route logic described in this issue: #94187

This PR enhances the cases client to accommodate the need of moving all route logic inside the cases client.

As we decide to convert all unit test as integration tests, unit tests and types failures inside test files are not gonna be addressed by this PR.

Yeah I struggled with naming this class haha

I am gonna leave it as it is and we can rethink it when we start working with sub cases again.

Doesn't need to be in this PR but I wonder if we should move some of these comment methods to the Attachment service eventually. I guess that'll make our services dependent on each other, but that's probably ok, as long as we don't have circular dependencies. It probably makes sense that the cases service needs some other services as well.

I agree! I had the same thought but because some of those functions had sub cases logic inside them I decided to not touch them. I will take a note for it.
