**Describe the bug:Index Pattern Refresh Icon is Missing in Index Patter UI in Kibana

Steps to reproduce:

1. Go to Stack Management
2. Go to Index Patterns
3. Click an index Pattern

Expected behavior: Should show refresh Icon

@kapildawar Looking at the 7.11 manual it doesn't look like something new has been introduced. Still the same old refresh button at the corner of the form.
