404: Not Found error when trying to delete an Index Lifecycle Policy that contains a period, forward slash, or back slash #88253

Kibana version:
7.2.0

Elasticsearch version:
7.2.0

Server OS version:
RHEL 7.9 (Maipo)

Browser version:
All

Describe the bug:
When you delete an Index Lifecycle Policy in Management that contains a period, forward slash, or back slash in the policy name, it shows an error in the lower right corner that says:
Error deleting policy .
404: Not Found. Not Found

Steps to reproduce:

  1. Go to Navigation Drawer > Management > Index Lifecycle Policies
  2. Create a new Policy
  3. In the policy name, add a period, a forward slash, or a back slash.
  4. Click Actions to the right of that newly created policy.
  5. Click Delete policy
  6. Click Delete

Expected behavior:
The policy should be deleted with a message in the lower right corner that says:

This is not reproducible on master anymore, most probably fixed in #81664 (released in v7.11)
