Alerting GA/7.10 documentation

I'm creating this issue to encapsulate all the documentation issues and tasks that we consider required before reaching GA.

Target: 7.10

• RBAC changes introduced in 7.10 (Existing docs are no longer accurate)
• There's no mention of the Stack Alerts feature: we still use the term built-in for Index Threshold and there's no mention of Geo Threshold

Do we know who is planning to work on the 7.10 issues? The public release is targeting next week. This issue was primarily for GA items that @bmcconaghy could work on in the coming months.

Stack:

• Index threshold
• Geo containment

Observability:

• Log threshold
• Infrastructure threshold
• Metric threshold
• Monitor status
• TLS cert
• Uptime duration anomaly

Security:
Rule creation (Custom query, Threshold, ML, Correlation/EQL, Indicator match)

Is this conclusive?

Aim:
To have something similar to our action and connectors docs, where we have one page that links to all of the action types, and each one follows a similar pattern.
