[Maps] add initial location option that fits to data bounds

#72129 adds the map setting to "auto fit to data bounds". To allow users to configure initial locations and auto fit to bounds independently, auto fit to data bounds does not effect initial map location. Initial map location settings should be enhanced with an option to "fit to data bounds" that will set the initial map location to a view that shows all data for initial query context.
