Enable reporting features with read-only feature access

Describe the feature:
Access to export to PDF for user which only have read access to dashboards
Describe a specific use case for the feature:
At the moment, per #45738, user need reporting_user and a role which gives access to dashboard "All" to be able to export to PDF :

It would be useful that users with only read access to dashboard could export a PDF well (possibly if a feature reporting was added with All)

I think this feature is very interesting, but, don't got the whole idea, can you be more specific?

For example, you're suggesting to include reporting capabilities or just exporting to pdf even with read-onl access?

I mean, what are you wishing to see in this feature?

This refers to the 7.x/8.x default configuration of permissions for Reporting. In 9.0, the Reporting plugin will register Kibana Application Feature Privileges that allow for a "custom" configuration which can be used to grant read-only access to dashboards, but still allow PDF/PNG reports.
