[Heatmap] Rotate or hide overlapping labels on X-axis

Describe the bug
For categorical data labels on the X-axis overlap when cells are not wide enough.

To Reproduce
Provide chart data that contains fairly long labels on the x axis.

Expected behaviour
Labels are rotated and trimmed if necessary.

#1514 Partially solves this issue: the missing part is the ability to trim, wrap horizontal labels that could go hand in hand with #1490

This also applies to long rotated y-axis labels. I think the best solution in this case is to truncate the text.

Note: The difference between the elastic charts rendering (1st) vs vislib rendering (2nd).

Also fix label truncation to allow for minimum chart area.

We probably won't add this functionality since it is a legacy visualization, but rotation is added to lens heatmap: elastic/kibana#202143
