Create logstash helm chart and include it in the eck-stack chart

Hello from a fellow ex-elastician, first of all props for the great work on adding Logstash as a native operator to ECK elastic/logstash#15030

Now that it is available as a CRD, it would be very convenient to manage their lifecycles through Helm just as the other stack systems are being managed in: https://github.com/elastic/cloud-on-k8s/tree/main/deploy/eck-stack/charts

I'd be happy to scratch a design proposal and work on a PR for it.
