Adding an enterprise license to an ECK installation should result in license upgrades for all existing managed Elasticsearch clusters.
Observed: the cluster level licenses are not upgraded immediately but only on the next change of the corresponding Elasticsearch CRD (or after the regular 10h reconciliation refresh in controller-runtime)
Expected: 10h is maybe a bit long for the license upgrade to propagate, so we should look into shortening this e.g. by triggering a reconciliation of all clusters when a user adds a new license.
