Add scheduled functions monitoring the hygiene of the db

This could be a single function, or multiple functions, running once a day. The function(s) should check all documents (especially those created by data triggers), if there's a discrepancy, clean them up and report them (to sentry or log on firebase). This could be used with #824 to track when (and why) the discrepancy occurred.
