Basically a shotgun will proc the injured by lethal firearm morale modifier (0.2) per pellet. Per the screenshot below, this dude lost 5.4 morale (0.2*27 pellets, 5 times the normal morale of any characters that exist in game) with a single blast at point blank and he is not dead due to his body armor. Also 4 bucks can be shot through glasses unlike the beanbags.
Like the issue in #647, aside from the vanilla bug that the morale modifier is proced per pellet, the fundamental problem is that SEF change the injured by lethal firearm morale modifier from 0 to 0.2.
