Metadata fields required by quicklisp are missing in system definition #24

Quicklisp will soon require three fields of metadata in every system definition: :license, :author, and :description. As noted in http://report.quicklisp.org/2015-05-26/failure-report/cl-ppcre.html, some of these are missing in the system definitions in cl-ppcre.
