This PR bumps the Eclipse base from Eclipse Photon to Eclipse 2020-03
It also bumps all associated tools to the default version coming with Eclipse 2020-03. Ie.
Xtext 2.21.0, Sirius 6.3.0 ... and newest versions of ALE, Melange, K3, Timesquare
It adapts several components to follow the newest version of these tools.
The photon repo is still used because of the discovery plugin (it uses almagam project which isn't distributed any more in 2020-03) cf.eclipse-gemoc/gemoc-studio#208 . It should be removed as soon as we've moved a significant number of illustrative examples and engines in the Eclipse marketplace.
It also increases the minor revision version number of most of the components.
