Description: Precondition: in the user workspace should be a project cloned from github

1. Go to the ide and Workspace -> Create factory
2. Click on the Cogwheel icon
   Expected result: Should be opened configuration factory window on the Dashboard.
   Actual result: Has been opened workspaces list.
