Bug Description:

Webview that not implements a WebviewPanelSerializer should not restore automatically after reconnecting.

Steps to Reproduce:

  1. Install from webview-demo-0.0.1.vsix (source).
  2. Start browser on http://localhost:3000/.
  3. Show webview demo in the sidebar.
  4. Reconnect to the backend after a disconnection.
  5. Webview shows a error message.
