Docs: Present generated PDF guides in HTML for online view

Currently there are

• Operator User Guide
• FLS Administration Guide

that are maintained in *.tex format and generated PDF is available for download from [passage-docs] site.

It is also possible to generate HTML from LaTex sources. There are lots of styling work to do, but it still is quite usable to have these guides available online.

In the scope of the task

• github action based build procedure of passage-docs repository must be extended to generate html files and upload them to the folder available for GitHub Pages
• html appearence should be put in accordance with the style of the rest of the documentation
