Latest JDK11 builds fail due to missing String.valueOfCodePoint(int) method #1439

OpenJDK11 has added a new method to String that our J9 impl needs to implement.
Build from repo https://github.ibm.com/runtimes/openj9-openjdk branch openj9-jdk to reproduce ...
