Define requirement of using TransactionSynchronizationRegistry in EE environment

Currently not all providers integrates with TransactionSynchronizationRegistry - this should be made mandatory in the spec with a fallback to current integration with TransactionManager in environments which do not provide TransactionSynchronizationRegistry.
