Static resources of ingress-root can't be accessed when ingress is enabled #1715

The index.html referenced and normally hosted by the nginx pod cannot be accessed when ingress is enabled and nginx disabled.

The way I see it there are a couple of ways this can be handled.

Remove the defaultBackend resource and try to let ingress-controller handle this
Create a separate nginx pod deployment for the ingress enabled case which would handle only the index.html welcome page for ditto
Edit the config of the existing nginx deployment in such a way that nginx is deployed but only one location / is present in the nginx-configmap.yaml
