Autorelease the Che Release Notes after chectl release #22550

Describe the solution you'd like

In future, we could set up some GH action to automatically release the Relesae Notes as part of the Che Release process, if:

  • release notes exist, and
  • at the time the GH action runs, the release notes doc does not include the words "WIP" or "work in progress".

If the WIP keyword(s) are not found in the doc, the release notes will move from draft to published automatically after chectl is released.

This action could live in the eclipse/che repo, but would be triggered when the https://github.com/che-incubator/chectl/blob/main/.github/workflows/release.yml is completed successfully.

Additional context

Idea came up on the DS Cabal on Sep 25 https://docs.google.com/document/d/1x1QooSXn1AYkL9LJljuxJteQgJYVltNL37WyJV2N2fY/edit#heading=h.8wiks6s8memb while discussing best ways to notify about Che releases and streamline that process.

Current release notes for 7.76 are incomplete but do not include a "WIP" or "work in progress" string in the text; therefore upstream content provider is not ready for this automation to proceed. :D

@l0rd Do you want this enabled for 7.77? or a future release?

Issues go stale after 180 days of inactivity. lifecycle/stale issues rot after an additional 7 days of inactivity and eventually close.

Mark the issue as fresh with /remove-lifecycle stale in a new comment.

If this issue is safe to close now please do so.

Moderators: Add lifecycle/frozen label to avoid stale mode.
