Steps to reproduce

1. Create a workspace with XML plugin
2. Create an xml file

--> popup mentioning that xml language server crashed 5 times

I tested with XML plugin version 0.11.0 and it is working. So the problem is with 0.13.0

The problem is that the vsix file used in Che is invalid. https://download.jboss.org/jbosstools/vscode/3rdparty/vscode-xml/vscode-xml-0.13.0.vsix is missing the server folder which contains the lemminx jar
