I got a reply from support:

It's an unintended consequence of converting the UDUNITS CI/CD pipeline to use our Nexus repository server.
Hopefully, it'll be fixed soon.

Not sure if this helps any, but by browsing the site I found v2.2.28 (not v2.2.26) at:

We fixed the issue by relaying on a mirror, see #12020

Apparently the support team has no interest in keeping old source tarballs around:

Version 2.2.26 is no longer available for download.
The third component is the bug-fix version number.
Version 2.2.28 has been released and I don't want people downloading a version with known bugs.
