Compile again coercively after editing fact/rule bases.

After I edited the fact/rule bases, the engine did not change.
It is better to compile coercively after editing fact base with an argument.

I had read the source codes, It just needs to modify the behavior of function _create_target_pkg in knowledge_engine.py

It is not active here, but I love the framework. I was surprised that it was created so early.
