GHA Runners are rolled back to Ubuntu 22.04 #114

Reference: actions/runner-images#11471

The newer ubuntu-24.04 runner crashed when building the multi-architecture docker images. It works fine when I use ubuntu-22.04.

Once the above issue is fixed, switch the runners back to ubuntu-latest to use 24.04.
