TFM trimming - flow of changes into installer repo

All repos have TFM trimming implemented at repo level: #3014

However, trimming changes in the following repos have not yet flowed to installer - this issue tracks this flow:

• cecil
• command-line-api - flowing into sdk with [main] Update dependencies from dotnet/command-line-api sdk#29131
• deployment-tools - flowing into installer with [main] Update dependencies from dotnet/sdk installer#16033
• diagnostics - flowed into vstest with Update diagnostics dependency to pick up changes for source-build microsoft/vstest#4390
• razor
• roslyn - flowing with sdk update: [main] Update dependencies from dotnet/sdk installer#16033
• sourcelink - flowed with arcade update: [main] Update dependencies from dotnet/arcade installer#15999
• symreader
• vstest
• xdt

Change in deployment-tools is needed before we can work on flipping the TFM filtering logic to use the opt-out model - #3362

Not needed due to the switch in logic to make TFM enabled by default, with possibility for opt-out: dotnet/arcade#13271
