All repos have TFM trimming implemented at repo level: #3014

However, trimming changes in the following repos have not yet flowed to installer - this issue tracks this flow:

Change in deployment-tools is needed before we can work on flipping the TFM filtering logic to use the opt-out model - #3362

Not needed due to the switch in logic to make TFM enabled by default, with possibility for opt-out: dotnet/arcade#13271
