Describe the bug

Unable to install published project through setup because dotnet 9.0.3 is not inserted into VS, after install 9.0.3 manually, the issue does not repro anymore for both 8.0 and 9.0

To Reproduce

  1. Create a WinForms .NET 9.0/Console app project
  2. Publish the project
  3. Open the publish folder and try to install using setup

Exceptions (if any)

Further technical details

  • This issue repro on Console Application
  • This issue repro on latest VS main and VS Test Pass version (17.14.0 Preview 2)
  • This issue does not repro on VS 17,13
  • This issue does not repro on .NET 10 and Framework project
