  1. Remove GenerateAzureDevOpsBuildManifest and associated code 

    This was from an earlier iteration of post-build signing where we would generate a separate signing manifest.
Instead, signing information was combined into the typical artifact manifest generated during
PushToAzureDevOpsArtifacts.

Remove this task, then variables, properties, targets, etc. that are associated with it.
