Elastic Beanstalk creation for a takeover partially succeeds, in that the environment is created. However this error occurs, which then prevents successful completion:

Resource handler returned message: "The Launch Configuration creation operation is not available in your account. Use launch templates to create configuration templates for your Auto Scaling groups.

See this reference for likely fix.
