Is your feature request related to a problem? Please describe.
After an exchange of private emails with Duong and Stephan, it came to our knowledge that WMAgent should be locating the site local configuration through the SITECONF_PATH environment variable. Currently it relies on on the CMS_PATH variable.

Describe the solution you'd like
Replace CMS_PATH environment variable by SITECONF_PATH. From a fresh job log, here is how those are currently defined:

  CMS_PATH=/cvmfs/cms.cern.ch
  SITECONFIG_PATH=/cvmfs/cms.cern.ch/SITECONF/local
