Impact of the bug
Any system trying to send alerts via SMTP is impacted.

Describe the bug
Services running in k8s pods cannot send email alerts

How to reproduce it
trigger email notification in a pod

Expected behavior*
Any WMCore service should be able to send an alert when necessary. Create a replacement for alerting in k8s.
