Add VC => RDF data model check for inputs that only use VC-JWT or JCS

If a submitted VC / VP only uses VC-JWT or JCS (i.e., no RDFC proofs) then an additional check that converts the VC / VP => RDF with safe mode enabled to should be run to ensure the data is not invalid, saving any coordinator the need to run these checks themselves.
