Add fail safe to commit certificates that failed to commit and push to Git #25

There are scenarios where the Git commit process after certificate is renewed fails. The reason for failures are unknown.

Until the failures are identified or even after they are identified, it would be nice to have a process running at a regular interval to check for uncommitted changes and commit and push.
