Telegram notification are quite messy in same group and telegram & apprise URL now supports topics

Describe the solution you'd like
Support notification to telegram group's topic in AppRise URL. It's now supported by AppRise here caronc/apprise#854

Describe the use-case and give concrete real-world examples
Manage telegram notification better

Nothing todo here if I understand correctly, you just put tgram://credentials?topic=12345 as the notification URL?

Apprise 1.4.0 is required to support topics
