configurable login help message and other messages

Description

The fields in the messages_en.properties are not configurable with env variables or other.

One such field that would be beneficial to have configurable would be the emailSentMessage which outputs this by default:

You should receive an email shortly with further instructions. If you do not receive an email, check your junk mail folder or try using the Forgot Password link again. Otherwise, your account may be locked in which case contact your team admin. 

being able to configure the email would be beneficial, however quick search does not seem like this is an easily achieved option.

Other approach

Bringing in the theme ftl files that implement the messages we want to configure so that we can control them from the html instead of the messages file.
