EthereumDIDRegistry Support for Arbitrum L2

Arbitrum is considered a serious L2 ecosystem and thus support for anchoring DIDs is needed in that platform.
Metamask (AKA Infura) already supports RPC connections to it as well.

Arbitrum sepolia already has an EthereumDIDRegistry Contract deployed at 0x03d5003bf0e79C5F5223588F347ebA39AfbC3818.

I can work with the Arbitrum Foundation to get a small grant to deploy the contract to their mainnet.

In addtion, we need to add the registrations to the deployments.ts and configuration.ts
