We'll be onboarding a new hire in the next few weeks, and we'd like to make it as easy as possible to get started with the dispute tools app!

Is there any low hanging fruit (ie documentation) we can write for new developers?
Is there a docker image that is current? If so, can we write explicit instructions for this somewhere at the top of the readme?
Is discourse required to test and update the dispute tools frontend?
