Add distlib wheel to repo #300

Wheel creation for the distlib package (https://pypi.org/project/distlib/) fails on Windows with embedded Python, so we need to install from a pre-created wheel instead.

So, @IanMayo could you follow the steps below:

  1. Go to https://www.lfd.uci.edu/~gohlke/pythonlibs/

  2. Search for distlib in that page, and click the distlib‑0.3.0‑py2.py3‑none‑any.whl link

  3. Put that file in the bin folder of the repo.
