TemplateTag Not Working

Hello, after doing all the necessary settings. When I put the below template tag in my template, I can't see any rating objects that user can click on to rate. Not even the number of ratings.

   {% load ratings %}
   {% rating_by_user user on instance.field as vote %}

How can I fix this?
