This is needed to support PTYs on Windows 10 and up. Target is 32bit only for now - no particular need for x86-64 at this time.

Most of the necessary work has been done over on the vc14 branch and changes to shared C-Kermit modules sent to FdC. Current blocker is bug #4 - broken file transfers which affects older versions of Visual C++ too.
