Release 2021.06.1

If there aren't any blockers, I'd like to release dask and distributed 2021.06.1 this Friday. In particular, it would be good to get dask/distributed#4784, which contains several important stability fixes, out to users.

Additionally, there are a few PRs

• Add HTML repr to scheduler_info and incorporate into client and cluster reprs distributed#4857
• Implementation of HTML repr for HighLevelGraph layers dask#7763
• Add scheduler log tab to performance reports distributed#4909
• Add configuration to enable/disable NVML diagnostics distributed#4893

which are close to being merged which would be good to included in the release as well
