feat: configure dashd devnet quorums #647

Issue being fixed or feature implemented

We need to start a big devnet to test platform that will use bigger quorums. We should be able to configure them.

What was done?

  • Updated dashmate config
  • Added variables to configure devnet quorums

How Has This Been Tested?

None
