Describe the proposal

There are a number of instances, in the SDK's NuGet package and assembly metadata, that still refer to Microsoft as authors or copyright holder. With Dapr managed by the foundation, that metadata should be reviewed and updated, if necessary.

See the common assembly/package copyright for an example.
