Which path is ok?
~/Library/Application Support/Deadbeef/
or
~/Library/Application Support/Deadbeef/Plugins

Are this plugin Apple Silicone CPU ready?

The documentation says that ~/Library/Application Support/Deadbeef/Plugins.

I'm not sure about Apple Silicone, because I don't know how the binaries from the https://deadbeef.sourceforge.io/plugins.html are built.
