Could we have a new release on PyPI?

I had pip-installed the package, and I noticed strong problems with pylance and the @with_attr_docs decorator. After opening a bug report with pylance, I learned that it needed fixing of type hints in pydantic-settings, but then also saw that it was already fixed in this repository.

I think the world would benefit from an timely official release that could be pip-installed!

I can't upload new version right now, because I lost my 2FA on pypi, and my account in process of recovery. Once I'll get access, I would upload recent version

But new version will be last, since @samuelcolvin offered me to move some of ideas into official pydantic-settings in new repository https://github.com/pydantic/pydantic-settings , thus, after design mocking, this repository will be archived and PyPi name pydantic-settings will be transfered to the new owner

Well, if pydantic author does not change the priority of environment variables over the passed arguments, then one will have to fork this repo.

The next release of pydantic-settings will allow easy configuration of source priority.
